Several key decisions regarding the education and health sectors were taken during the Cabinet meeting today. Hike in seats at medical colleges, establishing new Schools of Excellence, providing free sanitary napkins to female students, and introducing new recruitment rules for doctors, were some of the decisions taken by the Hemant Cabinet.
The government placed a major emphasis on expanding medical colleges. Administrative approval of ₹3 billion 93 crore 91 lakh 9 thousand 600 (₹3.939 billion) was granted for the period 2026–27 to 2029–30 to increase MBBS and PG seats and introduce new subjects at MGM Medical College in Jamshedpur. Meanwhile, ₹4 billion 95 crore 77 thousand 600 (₹4.95 billion) was approved to enhance medical education at Shahid Nirmal Mahto Medical College and Hospital (SNMMCH) in Dhanbad. Additionally, ₹2.75 billion was sanctioned for SNMMCH to increase UG seats from 100 to 250 and expand PG seats.
The Cabinet nod for ‘Doctor Recruitment Rules 2026’ was approved for appointing doctors on a contractual basis in government hospitals and health centers. Meanwhile, the retirement age for non-academic and specialist doctors was reduced from 67 to 65 years.
The government sanctioned ₹7.21 billion to upgrade 100 more schools into Chief Minister’s Schools of Excellence. Administrative approval of ₹49.99 crore was granted for establishing Jharkhand Girls’ Residential Schools and constructing buildings in five new blocks.
Under the Gyanodaya Scheme, ₹73.66 crore was approved to provide bilingual parental calendars for early grade students, and ₹27.87 crore was approved to provide student diaries for classes 6 to 8. A scheme worth ₹1.24 billion was approved to provide up to 10 free biodegradable sanitary napkins per month to female students in classes 6 to 12.
Revisions to the guidelines for the Guruji Student Credit Card Scheme were also approved. ‘Jharkhand Student Research and Innovation Policy 2026’ to foster research and new ideas among students was also approved.
It was also decided to permanently transfer 3.43 acres of land in Baliapur, Dhanbad, to SAIL. In exchange, SAIL will pay ₹5 crore 39 lakh 53 thousand 910 to the government.
Furthermore, the ‘Jharkhand Municipal Regulations 2026’ was approved to grant NOCs for businesses related to meat and meat products. The Cabinet also passed the ‘Jharkhand Advocate Clerks Welfare Fund Amendment Bill 2026’. The draft of the ‘Jharkhand Court Fees Bill 2026’ was approved, abolishing the old Court Fees Act of 1870.
Approval was granted for converting forest land into revenue land and executing tenancy settlements for the voluntary rehabilitation of inhabitants from the core area of the Palamau Tiger Reserve. For road construction, several crores were approved for multiple roads in Chaibasa, Chatra, Manoharpur, Ramgarh, and Giridih. Approval was given to construct open and semi-open barracks in the central jails of Ranchi, Dumka, Jamshedpur, and Hazaribagh.
