1.63 Crore voters exempted from document submission

Chief Electoral Officer (CEO) K. Ravi Kumar on Tuesday announced that around 1.63 crore existing voters in Jharkhand will not be required to submit any documents during the ongoing Special Intensive Revision (SIR) of electoral rolls.

The announcement follows the successful completion of the first phase of self and parental mapping of existing voters against Jharkhand’s 2003 SIR electoral roll and previous SIR rolls of other states and Union Territories by Booth Level Officers (BLOs). Congratulating BLOs for their efforts, Kumar said the exercise has significantly reduced the number of voters who may need to furnish supporting documents during verification.

As a result, the majority of voters included in the 2026 electoral roll will only need to submit a duly filled and signed pre-filled enumeration form along with recent colour photographs during the enumeration period. No additional documents will be required for their inclusion in the draft and final electoral rolls.

The CEO acknowledged that BLOs faced certain challenges due to concerns raised by some stakeholders but expressed confidence in their ability to successfully complete the revision process. He also noted that Chief Election Commissioner Gyanesh Kumar had praised Jharkhand’s BLOs for their dedication and expertise during his visits to the state.

The second phase of self and parental mapping for the remaining unmapped voters will be conducted between June 30 and July 29. Voters whose names, or whose parents’ names, appeared in electoral rolls outside Jharkhand have been asked to share those details with BLOs during house-to-house visits.

The Election Commission clarified that migrant workers, students and others temporarily residing outside the state need not be physically present for the mapping exercise. Family members can provide the required information, while voters may also use the ECINET platform’s “Book-a-Call” facility and other digital channels.

The draft electoral roll will be published on August 5, followed by a claims and objections period until September 4. The final electoral roll is scheduled for publication on October 7. Only a limited number of existing voters and new applicants will be required to submit supporting documents.
