CM reviews welfare schemes, skill development and student facilities

Chief Minister Hemant Soren on Monday directed officials to ensure transparent, time-bound and result-oriented implementation of welfare schemes while reviewing the performance of the Department of Scheduled Tribes, Scheduled Castes, Minorities and Backward Class Welfare at the Jharkhand Ministry.
During the meeting, the Chief Minister conducted a comprehensive review of major welfare initiatives, including the e-Kalyan portal, pre-matric and post-matric scholarships, the Marang Gomke Overseas Scholarship Scheme, the bicycle distribution programme, the Mukhyamantri Rojgar Srijan Yojana (MRSY), and examination fee reimbursement schemes.
A key focus of the review was the Mukhyamantri Rojgar Srijan Yojana. Soren interacted with beneficiaries through video conferencing to assess the impact of the scheme, seeking details on loans received, businesses established, income generated and banking support. Beneficiaries said the scheme had enabled them to become self-reliant and create employment opportunities for others. The Chief Minister directed officials to expedite the disposal of pending applications and strengthen training support for beneficiaries. He also ordered the establishment of a call centre to regularly monitor beneficiary feedback and address grievances.
Reviewing residential schools, including minority residential schools in Garhwa, Deoghar and Sahibganj, as well as Eklavya Model Residential Schools, Soren stressed the need to ensure quality education, adequate infrastructure, safety, sanitation, nutritious food and sufficient teaching staff. He also directed officials to accelerate the transfer of students from NGO-run ashram schools to government-run excellence schools.
The Chief Minister asked officials to prepare a roadmap for distributing e-cycles to students in place of conventional bicycles, particularly to help students in remote and rural areas access schools more easily. He also instructed departments to redesign skill development programmes to make them more practical, market-oriented and aligned with local employment opportunities.
Soren further directed schools to conduct awareness programmes on the Special Intensive Revision (SIR) of electoral rolls and the upcoming Census, enabling students to act as information ambassadors within their communities.
In another significant decision, the Chief Minister instructed authorities to establish dedicated help desks for Scheduled Tribe and Scheduled Caste patients at all district hospitals, including Rajendra Institute of Medical Sciences, to facilitate easier access to healthcare services.
He also reviewed minority welfare projects, directed faster completion of cemetery fencing works, and emphasized the timely construction of traditional community infrastructure such as Manjhi, Pargana, Padha, Manki-Munda and Dhumkuria buildings.
The meeting was attended by Welfare Minister Chamra Linda, Minority Welfare Minister Hafizul Hasan, Chief Secretary Avinash Kumar, Development Commissioner Ajay Kumar Singh and other senior officials.
