Jamshedpur nightlife under scanner as late-night bar violations resurface

Barely a month after the brutal attack outside DD Bar in Bistupur that claimed the life of 24-year-old Himanshu Singh and left another youth, Pratyush, critically injured, concerns are mounting over the apparent return of late-night violations at bars and pubs in Jamshedpur.
The June 27 incident had sent shockwaves across the city, prompting the Jharkhand Police headquarters to order a statewide crackdown on bars, pubs, and breweries operating beyond permissible hours. The investigation also led to the arrest of 16 accused, including BJP leader Neeraj Singh and the alleged main accused, Vishwanath Mandal alias Bodra, who remain in judicial custody. Several police personnel, including then Bistupur Station House Officer Alok Dubey, were suspended over alleged negligence in the case.
Following the tragedy, law enforcement agencies strictly enforced the prescribed closing time of 11:30 pm for liquor establishments, and intensive inspections were carried out across Jamshedpur. However, the impact of the crackdown now appears to be fading.
According to local sources, another bar located barely 300 metres from DD Bar has allegedly been hosting late-night parties that continue until 1:30 am. Residents claim that liquor and beer are being served well beyond the legally permitted hours, while loud music and dance parties continue deep into the night, causing inconvenience to nearby neighbourhoods.
Despite repeated disturbances, local residents reportedly hesitate to lodge formal complaints, fearing repercussions due to the alleged influence of the establishment’s operators.
Adding to the controversy, videos of these late-night events are reportedly being uploaded on social media platforms such as Instagram and Facebook to attract young customers and promote the venue, raising questions about the enforcement of licensing conditions.
The alleged violations have also sparked questions over policing in the area. Residents point out that the Bistupur police patrol vehicle passes the establishment regularly during the night, yet no action appears to have been taken against the reported violations. The situation has renewed concerns over police vigilance, particularly as the fatal DD Bar assault had also occurred despite the presence of police personnel in the vicinity.
Officials have reiterated that bars are permitted to operate only within the conditions specified in their excise licences. Dhalbhum Sub-Divisional Officer Arnav Mishra clarified that while bars possess licences for the sale of liquor, organising special parties or large public gatherings requires prior approval in the form of a No Objection Certificate (NOC) from the Sub-Divisional Officer and the Fire Safety Department.
He further stated that no bar is allowed to operate beyond 11:30 pm under normal circumstances. Any extension of operating hours requires prior official permission, and conducting parties without the necessary approvals constitutes a violation of the law that can invite strict legal action.
