The fourth meeting of the State Cooperative Development Committee (SCDC) was held on Friday under the chairmanship of the Chief Secretary Avinash Kumar, who also serves as the committee’s Chairperson. The meeting focused on strengthening, modernising, diversifying and expanding the cooperative sector across the state through a review of 15 key agenda items.
Among the major issues discussed were the computerisation of Primary Agricultural Credit Societies (PACS) under the Centrally Sponsored Scheme, selection of districts and Multipurpose Cooperative Societies (MPCS) for the pilot phase of the world’s largest decentralised grain storage initiative, and the formation of at least two dairy and fisheries producer cooperative societies every month in each district and block. The committee also reviewed the implementation of various initiatives under the Centre’s ‘Sahakar Se Samriddhi’ programme by cooperative banks.
The meeting further deliberated on developing PACS and MPCS as Common Service Centres (CSCs) and Pradhan Mantri Kisan Samriddhi Kendras, establishing a three-tier structure for dairy and fisheries cooperative societies, and launching a Deposit Mobilisation Scheme in 240 computerised MPCS. Discussions were also held on the computerisation of the offices of the Registrar of Cooperative Societies and the proposed Jharkhand State Cooperative Policy.
Officials briefed the committee on the current status of all proposals placed before it. Following a detailed review of each agenda item, the committee took necessary decisions and directed the concerned departments and officials to ensure timely and effective implementation of the approved initiatives.
The meeting was attended by the Secretaries of the Agriculture, Animal Husbandry and Cooperation Department, the State Cooperative Development Committee, Finance Department, Revenue, Registration and Land Reforms Department, and the Food, Public Distribution and Consumer Affairs Department. The Chairperson and Chief Executive Officer of the Jharkhand State Cooperative Bank, the Chief Executive Officer of the Dhanbad Central Cooperative Bank, along with representatives of NABARD and other related institutions, were also present.
