CM Soren for AI-based ambulance monitoring system

Chief Minister Hemant Soren on Tuesday directed officials to strengthen Jharkhand’s healthcare system, expedite the recruitment of nurses and doctors, and establish an AI-enabled control room for monitoring ambulance services during a high-level review meeting of the Department of Health, Medical Education and Family Welfare.

The Chief Minister proposed the establishment of an AI-powered control room specifically for monitoring ambulance services. He emphasized that in the event of any accident or emergency, every single minute is crucial for a human life; therefore, it is absolutely essential to make ambulance services swift and effective.

The Chief Minister also issued strict instructions regarding the quality of medicines in hospitals, the provision of safe delivery services, and the medical treatment of indigent patients. He directed the officials to ensure that all ambulances tagged to health institutions are fully functional. Furthermore, he mandated that if any negligence is detected in ambulance services, the individuals responsible must be identified, and strict action taken against them.

The Chief Minister told officials that insensitivity towards patients within medical facilities would not be tolerated under any circumstances. The Chief Minister also spoke of the need to expand ambulance services with the aid of technical support.

He stated that the Department of Health, Medical Education, and Family Welfare is a critically important department. Since this department is directly connected to the general public, it is imperative that the health services administered by the state government reach the very last person in society. The Chief Minister instructed the officials to ensure the effective implementation of health services by integrating them with modern technology and enhanced quality standards. Dr. Irfan Ansari, Minister of the Department of Health, Medical Education, and Family Welfare, was present at the meeting.

He issued specific instructions to examine, observe, and study the ‘Uber Concept’ model—specifically regarding its utility in rapidly transporting patients to hospitals during emergencies—with a view to expanding services along similar lines in the future.

Chief Minister Hemant Soren directed officials to expedite the recruitment process for Auxiliary Nursing Midwives (ANMs) and General Nursing Midwives (GNMs) across the state. The Chief Minister emphasized that patient care must not be compromised due to a shortage of human resources. He stated that the State Government’s vision is to extend superior healthcare facilities to the common people, even in remote rural areas.

Chief Minister Hemant Soren instructed officials to formulate action plans by categorizing healthcare systems into two distinct sectors—urban and rural—keeping in mind that health-related challenges in Jharkhand differ significantly between these two regions.

 He directed that health facilities be designed in accordance with the state’s unique geographical terrain. He also directed the establishment of dedicated emergency services for critical conditions such as cancer, heart attacks, brain strokes, and diabetes. Chief Minister directed that hospital sanitation services be managed under the Public-Private Partnership (PPP) mode, wherever deemed necessary.

The State Government will establish and operate the ‘Chief Minister Abua Dawakhana’ across the state. This will serve as an integrated medicine center, operating within the ‘Ayushman Arogya Mandir’ premises.

Chief Minister also issued directives to raise public awareness regarding organ donation—specifically for kidneys, livers, corneas, etc.—and to ensure that the necessary infrastructure and arrangements for such donations are established within hospitals.

Directions were issued to streamline and improve the operational efficiency of blood banks. The Chief Minister wrote to the Deputy Commissioners of every district, emphasizing the need to organize health camps and blood donation drives to strengthen the blood collection system within the blood banks.

The Chief Minister noted with satisfaction that a ‘Central Radiology Hub’ has been established at the Sadar Hospital in Ranchi—a pioneering initiative that marks the first-of-its-kind setup within any government healthcare institution in the country. This centralized hub has been digitally integrated with all the districts across the state.

Instructions were issued o upgrade the Burn Units and to augment all necessary facilities within them, thereby ensuring that burn victims receive appropriate and effective medical treatment.
