The sixth Capacity Building Workshop on Vigilance Matters began at Central University of Jharkhand (CUJ) on Monday, focusing on public procurement, financial rules, transparency and accountability in government institutions.
The two-day workshop, being held on August 24 and 25 at the Science Building Auditorium, is organised by the Ministry of Education in collaboration with the Central Vigilance Commission (CVC), with CUJ hosting the programme.
The workshop was inaugurated by CUJ In-charge Vice-Chancellor Prof. Manoj Kumar and Registrar K.K. Rao along with other dignitaries by lighting the ceremonial lamp. University officials, employees and participants from various institutions attended the inaugural session.
The programme is aimed at providing practical knowledge on vigilance procedures, public procurement, financial rules and responsible use of government resources. The theme of Vigilance Awareness 2026, “Probity for Prosperity,” was also highlighted.
During technical sessions, CTE, CVC, Kapil Dev Narayan explained various stages of public procurement, including requirement assessment, tendering, bid evaluation, contract award and payments. Emphasis was laid on fairness, transparency and equal opportunity for eligible vendors.
Participants were also briefed on General Financial Rules (GFR), financial approvals, expenditure procedures and record maintenance. A session by GeM Resource Person Subodh Kant covered Government e-Marketplace procedures, guidelines and effective use of the portal, including a live demonstration.
The workshop also addressed tender preparation, contract management, procurement manuals and case studies, with emphasis on preventing irregularities and ensuring accountability in institutional functioning.
