MLA Basant Soren launches ‘Dumka Palash Toto’ scheme

Championing the cause of grassroots economic empowerment, MLA Basant Soren led from the front on Saturday to launch the ambitious ‘Dumka Palash Toto’ scheme at the Masalia block premises. In a high-profile ceremony that re-centered the district’s developmental focus onto rural women, Soren personally handed over the keys of e-rickshaws (Totos) to 21 selected women from local Sakhi Mandals, marking a decisive shift toward sustainable self-employment in the region.
The initiative, implemented by the Jharkhand State Livelihood Promotion Society (JSLPS), is designed to structurally elevate the income potential of rural households. Under Soren’s oversight, the project utilizes the Community Investment Fund (CIF) to route easy, low-interest credit through village-level Cluster Organizations, allowing women to own and operate commercial Totos without facing crushing debt cycles.
The event served as a major platform for financial inclusion, witnessing the massive mobilization of over ₹4.17 crore in rural credit. Soren presided over the distribution of ₹2,16,77,000 under the Community Investment Fund (CIF) and ₹2,01,00,000 via Cash Credit Linkage (CCL) to fortify various micro-enterprises managed by local women’s collectives.
Articulating the state’s core welfare philosophy, MLA Basant Soren emphasized that the financial independence of women is the fundamental bedrock of a progressive society. He stated that true community growth begins at home, and when a woman becomes an active earner, the entire family structure is fortified. Soren further noted that the ‘Dumka Palash Toto’ project is not merely a transport or subsidy program, but a targeted effort to instill deep self-confidence and social dignity among the rural populace.
The administrative machinery, led by Dumka Deputy Development Commissioner (DDC) Aniket Sachan, strongly backed the lawmaker’s vision. Sachan observed that JSLPS’s livelihood models are successfully engineered to alter the rural economic landscape, urging the new operators to turn this transport facility into a permanent, highly profitable asset. With senior district officials, community leaders, and hundreds of Self-Help Group members in attendance, Soren’s active leadership at the launch successfully framed the green-mobility initiative as a landmark catalyst for inclusive rural development and enhanced regional connectivity.
